Another method is to explore twice. I'm pretty sure it's cheaper than releasing military :P

well the cost will go up after the first explore so i dont know about that

Maybe if you are Eagle it's worth it.. but if the soldier is >50 crowns it will cost a lot and spare relatively little I think.

It is quiet possible to explore 25% at big acres, look into the building guide, 20% barracks and 20% markets will lower the cost as well as provide more citizens.
