I'm sure anybody can agree with the fact that EM is OP.

EM trains a random amount of each military unit you already have. Instead of lowering how much you gain from one hour of EM, change this to a random amount of each unit.

For example, atm britts who have def specs and thieves get only defs and thieves from EM. If we change it so that each tick of EM gives off specs, def specs, elites and thieves (without changing the total amount), then it would be more balanced IMO.
